Notice of the General Administration of Customs on Carrying out the Bonded Storage Services under the Pilot Program of Parallel Auto Imports
(No. 119 [2016] of the General Administration of Customs)
The Guangdong Branch of the General Administration of Customs (“GACC”); Tianjin and Shanghai Special Commissioner's Offices of the GACC; and Tianjin Customs District, Shanghai Customs District, Guangzhou Customs District, Shenzhen Customs District, Gongbei Customs District, Fuzhou Customs District and Xiamen Customs District:
To effectively implement the relevant provisions in Several Opinions of Eight Departments including the Ministry of Commerce on Promoting the Pilot Program of Parallel Auto Imports (No. 50 [2016], Ministry of Commerce) and regulate the bonded storage services under the pilot program of parallel auto imports, you are hereby notified of relevant matters as follows.
I. The scope of the bonded storage services for the parallel auto imports is limited to the areas under special customs supervision within the pilot free trade zones (“FTZs”).Relevant enterprises implementing the pilot program shall be announced upon examination and determination by the local competent departments.
II. For the parallel auto imports, the relevant enterprises shall undergo import declaration formalities or the formalities of returning autos abroad at the customs offices within the prescribed bonded storage period. The bonded storage period shall be three months commencing from the date when a customs office releases the autos that enter an area from abroad to the date of import declaration upon exit from an area or of returning abroad, which shall not be postponed.
III. The competent customs offices in the areas under special customs supervision (hereinafter referred to as the “customs offices”) shall implement the account book administration over the parallel auto imports according to the vehicle identification codes.
IV. The enterprises implementing the pilot program shall submit the following materials to the customs offices before launching the business:
1. The certificate on the qualification for implementing the pilot program of parallel auto imports approved by the local competent departments.
2. The agreement of authorization of the parallel import autos storage agency entered into between the enterprises implementing the pilot program and the storage enterprises within the FTZs.
3. Other relevant materials as required.
V. The enterprises shall complete the recordation list of entry goods when declaring the parallel import of autos upon entry into the areas and indicate “parallel imported autos” in the remarks column.
VI. The parallel auto imports shall be subject to relevant provisions of the State Council on the administration of the import ports of assembled vehicles. The Customs offices shall handle relevant formalities for autos in import ports, imported autos which are to be transited between customs offices and the imported autos which exit the areas in accordance with the current provisions and issue the Certificate in accordance with the Notice of the General Administration of Customs on Issuing the Operating Procedures of the Customs for the Administration of the Certificate of Importation of Cargo (No. 212 [2015], General Administration of Customs).
VII. The circulation of the bonded parallel imported autos shall be conducted between areas under special customs supervision within one FTZ or between storage enterprises within one area under special customs supervision. The bonded storage term shall be calculated continuously.
Each customs office shall, in accordance with the aforesaid requirements, develop the business operating procedures of its own customs district, effectively conduct the announcement and the adjustment of the corresponding information systems, among others, and report any problem encountered in a timely manner.
