The administrations of foreign experts affairs of all provinces, autonomous regions, municipalities directly under the Central Government, and sub-provincial cities; the Administration of Foreign Experts Affairs of Xinjiang Production and Construction Corps; and all relevant entities:
In accordance with the decision of the Approval Reform Office of the State Council, the “permit for foreigners entering and working in China” and the “permit for foreign experts working in China” are integrated into the “permit for foreigners working in China.” The State Administration of Foreign Experts Affairs shall be responsible for organizing the implementation of the permit and the local people's governments shall implement the permit by reference and in light of the actual circumstances. In order to guide the administrative departments for foreign workers at various levels in effectively and comprehensively conducting the work of permit for foreigners working in China, the State Administration of Foreign Experts Affairs develops the Service Guide for the Permit for Foreigners Working in China (for Trial Implementation), which is hereby issued to you for your reference in light of the actual circumstances.
Any opinion and suggestion in the process of trial implementation shall be submitted to the Policy and Regulations Department of the State Administration of Foreign Experts Affairs in a timely manner.
