Notice of the Ministry of Foreign Affairs on the Implementation of the List of Designated Vessels Prohibited from Port Entry Issued by the Sanctions Committee (DPRK) of UN Security Council

All the ministries and commissions of and all the institutions directly under the State Council; and the foreign affairs offices of the people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government:
On December 28, the Sanctions Committee (DPRK) of UN Security Council (hereinafter referred to as the “Sanctions Committee”) believed that four vessels, including BiUioos No. 18 (IMO number: 9191773), Ul Ji Bong 6 (IMO number: 9114555), Rung Ra2 (IMO number: 9020534) and (Rye Song Gang 1 (IMO number: 7389704), were involved in the transport of prohibited items related to the DPRK, and decided to add such vessels as designated vessels subject to sanctions. In accordance with the provisions of the UN Security Council resolutions, all member states shall prohibit the entry into their ports of such designated vessels.
According to the resolutions on sanctions imposed on the DPRK as adopted by the UN Security Council in the recent period, the sanctions measures involving the shipment mainly include: (1) requiring all member states to prohibit the entry into their ports of vessels that are involved in the transport of items related the DPRK, prohibited by the UN Security Council resolutions, and have been included in the sanction list of the UN Security Council; (2) requiring all member states to seize, inspect, and freeze (impound) or take other measures against vessels suspected of being involved in activities prohibited by the UN Security Council resolutions; (3) prohibiting nationals and enterprises of all member states from owning, leasing, operating, chartering any DPRK-flagged vessel, or chartering their vessels to the DPRK, providing crew services to the DPRK or using crew services provided by the DPRK, and prohibiting nationals and enterprises of all member states from registering vessels in the DPRK or having vessels flagged by the DPRK; (4) prohibiting all member states from the provision of any services including vessel flag registration, insurance, registration or vessel classification services to DPRK vessels or vessels suspected of being involved in activities prohibited by the UN Security Council resolutions; and (5) prohibiting the vessels of nationals or enterprises of all member states from engaging in ship-to-ship transfers of any goods or items related to the DPRK.
In order to fulfill the international obligations assumed by China, all entities shall, in accordance with this Notice, take corresponding measures to implement the decision of the Sanction Committee of the UN Security Council on adding four vessels into the sanction list. Please consult the Ministry of Foreign Affairs in a timely manner in case of any major policy issues.
