Recently, the General Office of the CPC Central Committee and the General
Office of the State Council issued the Action Plan for Advancing the Extensive
Deployment of Internet Protocol Version 6 (IPv6) and a notice requiring all
regions and all departments to conscientiously implement it based on the actual
circumstances.
The full text of the Action Plan for Advancing the Extensive Deployment of
Internet Protocol Version 6 (IPv6) is as follows.
For the purposes of implementing the strategic arrangements of the CPC Central
Committee and the State Council for building a strong network country,
accelerating the advancement of the extensive deployment of the next-generation
Internet based on Internet Protocol version 6 (IPv6) (hereinafter referred to
as "extensive IPv6 deployment"), and promoting the evolution, upgrading,
and sound, innovative development of the Internet, this Action Plan is
developed according to the Outline of the 13th Five-Year Plan for the National
Economic and Social Development of the People's Republic of China, the Outline
of the National Information Technology Development Strategy, and the National
Information Technology Plan during the "13th Five-Year Plan."
I. Significance
The Internet is a major infrastructure relating to the national economic and
social development and deeply affects the global economic pattern, interest
pattern and security pattern. China, as one of the first countries to conduct
IPv6 experiments and application, has achieved major phase achievements in the
aspects of research and development of technologies, network building, and
application and innovation and had the foundation and conditions for extensive
deployment. Seizing the historical opportunities of the accelerating innovation
on and change of the global network information technology and accelerating
evolution and upgrading of information infrastructures, strengthening overall
planning, accelerating the advancement of the extensive IPv6 deployment, and
building a high-speed, extensively proliferating, pervasive, and intelligent
next-generation Internet are the urgent requirements of accelerating the
building of a strong network country, boosting the national progress in
information technology, helping economic and social development, and developing
new advantages for future international competition.
1. Inevitable trends in the evolution and upgrading of the Internet
The global Internet based on the Internet Protocol version 4 (IPv4) is
confronted with the restricting problems such as exhausting IP addresses and
difficulties in assuring service quality, and IPv6 is able to provide
sufficient IP addresses and broad innovation space and is a globally recognized
solution to commercial application of the next-generation Internet. Vigorously
developing the IPv6-based next-generation Internet is helpful to significantly
improve the carrying capacity and services of China's Internet, better
integrate into the international Internet, share the achievements in global
development, powerfully support economic and social development, and seize the
initiative in future development.
2. A material opportunity for the innovative development of technologies and
industries
Advancing extensive IPv6 deployment is a comprehensive upgrade of the Internet
technology and industry ecology and has a profound impact on the innovation on
and change of network information technology, industries and application.
Vigorously developing IPv6-based next-generation Internet is helpful to improve
or raise China's capability of indigenous innovation on network information
technology and level of high-end development of industries, efficiently support
the rapid development of emerging fields such as the mobile networks, the
Internet of Things, the industrial Internet, cloud computing, big data, and
artificial intelligence, constantly bring new technologies and business types,
promote the further prosperity of online application programs, and build an
advanced, open next-generation Internet technology and industry ecology.
3. Urgent need for enhancing cybersecurity capability.
Accelerating the extensive IPv6 application provides a new platform to solve
cybersecurity problems and new thinking to improve the efficiency of
cybersecurity management and innovate on the cybersecurity mechanism.
Vigorously developing IPv6-based next-generation Internet is helpful to further
innovate on cybersecurity guarantee means, constantly improve the cybersecurity
guarantee system, significantly enhance the capability of sensing cybersecurity
trends and quick disposition, dramatically raise the level of security protection
of important data resources and personal information, and further boost the
security and trustworthiness of the Internet and the capability of
comprehensive governance.
II. General requirements
1. Guiding ideology
We shall comprehensively implement the spirit of the 19th CPC National
Congress, follow the guidance of the Xi Jinping Thought on Socialism with
Chinese Characteristics for a New Era, closely center on overall advancement of
the overall layout for "economic, political, cultural, social, and
ecological progress" and coordinated advancement of the Four-Pronged
Comprehensive Strategy, firmly develop a new development concept, seize the
rare opportunity of generational transition of the global network information
technology and evolution and upgrading of the network infrastructures, set the
coordinated advancement of extensive IPv6 deployment as main thread, set the
transformation of typical application programs and innovation on characteristic
application programs as the main direction of endeavors, accelerate the pace of
upgrading of network infrastructures and application infrastructures,
vigorously build an indigenous technological system and industry ecology,
realize evolution and upgrading of the Internet towards IPv6, build high-speed,
mobile, secure, and ubiquitous new-generation information infrastructures,
promote the deep integration of the Internet with economy and society, develop
new advantages for future development, and lay a solid foundation for building
a strong network country.
2. Basic principles
-- Overall planning and breakthroughs in key points. Top design and overall
planning shall be strengthened, key parts shall be focused on, the weakness in
IPv6 application shall be fixed in priority, the role of the application of the
Internet in driving demand shall be enhanced, and the collaborative advancement
of technologies, industries, networks, and applications shall be realized.
-- Government guidance and enterprise dominance. The overall coordination,
policy support and application guidance by the government shall be
strengthened, the development environment shall be optimized, the position and
role of enterprises as major players in the development of IPv6 shall be
maximized, and the inherent driving force for market demand and enterprise
development shall be triggered.
-- Innovative development and guaranteed security. Development and security
shall be adhered to, the innovation on the integration of the next-generation
Internet with each economic or social field shall be vigorously promoted, the
planning, building, and operation of the cybersecurity system shall be
concurrently promoted, and the secure, reliable and smooth evolution of the
Internet shall be guaranteed.
-- Focusing on the actual effect and benefiting the people. The development
thought centering on the people shall be implemented, the expectation and
demand of the people shall be closely centered on, the level of online services
shall be constantly raised, the content of information services shall be
enriched, and the people shall be allowed to share the achievements in the
development of the Internet.
3. Main objectives
In five to ten years, an indigenous technological system and industry ecology
of the next-generation Internet will be formed, the largest network of
commercial application of IPv6 in the world will be built, the deep integrated
application of the next-generation Internet in each economic or social field
will be realized, and China will become a major leading force for the
development of the next-generation Internet across the globe.
(1) At the end of 2018, a market-driven positive development environment will
be basically formed, active IPv6 users will reach 200 million and account for
not less than 20% of Internet users, and IPv6 will be fully supported in the
following fields: top 50 domestic commercial websites and application programs
in the number of users, the Internet website systems of governments at and
above the provincial or ministerial levels and central enterprises, the website
systems of provincial and central press, radio and television media outlets,
and the networks and application programs in emerging fields including the
industrial Internet; the domain name servers of domain hosting service
enterprises, top-level domain registry operators and domain name registrars,
huge-sized Internet data centers (IDC), top five content delivery networks
(CDN), and 50% cloud products of top ten cloud service platforms; and Internet
backbones, interconnection systems between backbones, metropolitan area
networks, access networks, radio and television backbones, LTE networks and
business, and new network equipment, fixed network terminals, and mobile
terminals.
(2) At the end of 2020, the market-driven positive development environment will
be increasingly sound, active IPv6 users will exceed 500 million and account
for more than 50% of Internet users, new IP addresses will cease to be private
IPv4 addresses, and IPv6 will be fully supported in the following fields: top
100 domestic commercial websites and application programs in the number of
users, the Internet website systems of governments at or above the
prefecture-city level, and the website systems of press, radio and television
media outlets at or above the prefecture-city level; large-sized Internet data
centers, top ten content delivery networks, and all the cloud products of top
ten cloud service platforms; and radio and television networks,
Fifth-Generation networks and business, various new mobile and fixed terminals,
and international Internet gateways.
(3) At the end of 2025, China's IPv6 networks, users, and traffic will be the
largest in the world, networks, application programs and terminals will fully
support IPv6, the smooth evolution and upgrading to the next-generation Internet
will be comprehensively completed, and a globally leading next-generation
Internet technology and industry system will be formed.
4. Development path
A development path of pioneering application in typical application programs,
concurrent moves in mobile and fixed fields, and driving existing resources
with new ones shall be adhered to. With application programs as a starting
point and a point for breakthroughs, the IPv6 upgrading of typical Internet
application programs with numerous users, extensively used, shall be
strengthened in priority, the innovation on IPv6-based characteristic
application programs shall be enhanced, and collaborative development of
networks and terminals shall be driven. The development opportunity of
upgrading of the mobile networks and "substitution of optical cables for
copper cables" of fixed networks shall be seized, the IPv6 development of
mobile and fixed networks shall be advanced in an overall manner, and the
comprehensive upgrading of the networks shall be realized. New network
equipment, application programs, and terminals shall fully support IPv6, the
accelerating replacement of existing equipment and application programs shall
be driven, and the smooth evolution and upgrading of each part of the
next-generation Internet shall be realized.
III Major tasks
1. Accelerating the upgrading of the services of Internet application programs
and constantly enriching online information sources
(1) Upgrading typical application programs. Portal, social media, video,
e-commerce, search, video game, app stores, online application programs, and
other Web services and application programs with numerous users and a wide
range of service receipts shall be promoted in fully supporting IPv6.
(2) Upgrading the websites of governments, central media outlets and central
enterprises. The demonstrating and driving role of government websites and the
websites and application programs of press, radio and television media outlets
shall be enhanced, the specific needs for supporting IPv6 shall be specified in
the relevant government procurement activities, and the IPv6 upgrading and
improvement of government websites, the websites of press, radio and television
media outlets, and the Internet websites of central enterprises shall be
vigorously conducted.
(3) Innovating on characteristic application programs. The innovation on and
demonstration of characteristic IPv6 application programs demanding a large
amount of addresses shall be supported, and the promotion and application of
IPv6 in the Broadband China, the "Internet plus," the New Smart City,
the industrial Internet, cloud computing, the Internet of Things, intelligent
manufacturing, artificial intelligence, and other major strategic action shall
be enhanced.
2. Improving network infrastructures and raising the level of web services
(1) Upgrading and improving mobile and fixed networks. With the commercial
application of voice over LTE (VoLTE) business and the improvement of fiber to
the home as an opportunity, LTE mobile networks and fixed broadband access
networks supporting IPv6 shall be comprehensively deployed.
(2) Promoting the application of mobile and fixed terminals. New mobile
terminals and fixed terminals shall fully support IPv6, and existing terminals
not supporting IPv6 shall be guided in gradually leaving the networks.
(3) Realizing the interconnection between backbone networks. An interconnection
system between IPv6 backbone networks shall be established and improved, the
interconnection nodes between China's Internet backbones shall be upgraded and
improved, and the interconnection between the Internet and radio and television
backbones shall be realized.
(4) Expanding the capacity of international Internet gateways. The bandwidth of
the IPv6 international Internet gateways shall be gradually increased, and on
the premise of ensuring cybersecurity, the efficient interconnection with the
global next-generation Internet shall be realized.
(5) Upgrading and improving radio and television networks. With the building of
the national cable television interconnection platform as an opportunity, the
supporting of IPv6 by platforms, networks, and terminals, among others, in the
radio and television field shall be promoted at a faster pace, and the
innovation on and upgrading of the business in the cultural media field shall
be prompted.
3. Accelerating the improvement of application infrastructures and optimizing
the capability of traffic dispatch
(1) Upgrading and improving Internet data centers. The building of Internet
data centers' capability of access shall be strengthened, the improvement of
the intranets and gateways of Internet data centers shall be completed, and
users shall be provided with IPv6 visiting channels.
(2) Upgrading and improving content delivery networks and cloud service
platforms. The IPv6 improvement of content delivery networks and cloud service
platforms shall be accelerated, and IPv6 networks' capability of traffic
optimization and dispatch shall be comprehensively improved.
(3) Upgrading and improving the Domain Name System. The comprehensive
improvement of the Internet Domain Name System (DNS) shall be accelerated, the
capability of supporting IPv6 in the whole chain of domain name registration,
resolution, and management shall be built, and the innovation and experiments
on a new root domain service system oriented on IPv6 shall be conducted.
(4) Establishing a monitoring platform. A national IPv6 development monitoring
platform shall be established to comprehensively monitor and deeply analyze the
information on IPv6 development, including Internet networks, application
programs, terminals, users and traffic, and serve the advancement of extensive
IPv6 deployment.
4. Enhancing cybersecurity guarantee and maintaining national cybersecurity
(1) Upgrading the security system. Existing cybersecurity guarantee systems
shall be further upgraded and improved, and the capacity for sensing
cybersecurity trends, quick disposition and investigation and strike shall be
improved.
(2) Enhancing management of addresses. The management such as the application,
distribution and filing of IPv6 addresses shall be arranged in an overall
manner, the IPv6 addressing plan shall be strictly implemented, and IPv6
deployment and the real name system shall be advanced collaboratively.
(3) Strengthening security protection. The work pertinent to IPv6, such as
graded cybersecurity protection, protection of personal information, risk
assessment, notification and early warning, and disaster backup and recovery,
shall be conducted.
(4) Building the capability of security guarantees in emerging fields. The
research of the cybersecurity technologies, management and mechanisms against
the IPv6 environment in the fields including the industrial Internet, the
Internet of Things, the Internet of Cars, cloud computing, big data, and
artificial intelligence shall be strengthened, and the capability of security
guarantees in emerging fields shall be boosted.
5. Making breakthroughs in key cutting-edge technologies and building an
indigenous technology and industry ecology.
(1) Strengthening the research and development of key IPv6 technologies. The
innovation on key technologies such as network transitioning, cybersecurity,
and new routers shall be supported, the research and development of essential
equipment and systems, including network processing units, embedded operating
systems, major application software, terminal and network equipment, security
equipment and systems, and network measuring instruments and meters shall be
supported, and the research and development of IPv6 technical standards shall
be strengthened.
(2) Enhancing the innovation on cutting-edge networking technologies. The
relationship between IPv6 development and innovation on networking technologies
as well as the medium and long-term evolution of the Internet shall be
effectively handled, and the top design and overall planning of the
next-generation Internet shall be strengthened. The research and development of
technologies, such as new network architecture, IP addressing and routing,
network virtualization, network intelligence, and IPv6 security and trustworthy
systems shall be distributed in advance, the construction of national further
network test facilities and other major scientific research infrastructures shall
be accelerated, the building of advanced network infrastructure innovation
platforms for the IPv6-based next-generation Internet shall be supported, and
more support shall be given to the basic, forward-looking and innovative
research of networks.
IV. Implementation steps
1. Key work from 2017 to 2018
(1) Internet application programs
(a) Upgrading of Internet application programs. Leading domestic Internet
enterprises shall be encouraged and supported in making and releasing plans for
IPv6 upgrading of mainstream Internet application programs, and the schedules
for annual work during the "13th Five-Year Plan" shall be specified.
Enterprises shall be promoted in completing the IPv6 improvement of mainstream
Internet application programs for portals, social media, video, e-commerce,
search and video games, among others, and top 50 domestic commercial websites
and application programs in terms of the number of users shall be encouraged
and supported in supporting IPv6 access. Mainstream home-grown Internet
browsers, e-mails, downloads, and other application software shall be promoted
in comprehensively supporting IPv6. The upgrading and improvement of mainstream
mobile app stores shall be completed, and newly launched and new-version mobile
Web application programs must support IPv6. In the event of dual IP stack
implementation, the aforesaid application programs are all required to first
adopt IPv6 to link access.
(b) IPv6 improvement of the websites of governments at and above the provincial
or ministerial levels. The improvement of the National E-Government Network
shall be preliminarily completed, and the improvement of the websites of the
ministries and commissions of the Central Government and provincial governments
shall be completed. Newly established electronic government systems,
information technology systems and service platforms shall fully support IPv6.
(c) IPv6 improvement of the websites of press, radio and television media
outlets at and above the provincial levels. The improvement of the websites of
press and publicity media outlets at the provincial and central levels shall be
completed, and the newly established networks and information systems of press,
radio and television media outlets shall fully support IPv6.
(d) IPv6 improvement of the websites of central enterprises. The improvement of
the websites of central enterprises and online service windows for the general
public shall be completed, and the IPv6 improvement of the internal network and
application programs of enterprises including production management information
systems shall be accelerated. The websites of basic telecommunications
enterprises, mobile Web application programs, app stores, and other system
servers shall fully support IPv6.
(e) Application of IPv6 in new smart cities. IPv6 technologies shall be adopted
in the development of the systems in the fields such as social governance,
video surveillance of public security, work safety, health and medical care,
education, and social security, and the advancement of information benefiting
the people shall be accelerated.
(f) Application of IPv6 in the industrial Internet. Typical industries and key
enterprises shall be selected to improve factory and enterprise networks, the
application of the industrial Internet shall be innovated on, and an IPv6
standard system of the industrial Internet shall be developed.
(2) Network infrastructures
(a) IPv6 upgrading of LTE networks. LTE networks' carrying capacity for
end-to-end IPv6 business shall be built, LTE networks, business and terminals
shall be promoted in fully supporting IPv6, and the number of mobile Web IPv6
users shall be no less than 50 million.
(b) IPv6 interconnection between backbone networks. The IPv6 upgrading of the
interconnection nodes between China's backbone networks shall be advanced, and
the bandwidth of gateways between IPv6-based networks shall reach one Tbps, so
as to realize efficient interconnection.
(c) Improvement of metropolitan area networks and access networks. Basic
telecommunications enterprises shall complete the IPv6 upgrading and
improvement of metropolitan area networks and access networks, improve network
management and supporting service systems, and launch commercial IPv6 broadband
access services for the general public, the government and enterprises.
(d) Building of international Internet gateways of IPv6 networks. International
Internet gateways shall be expanded and upgraded to ensure the effective
transfer and connection of IPv6 traffic of the international Internet.
(e) Building of the IPv6 capability of radio and television networks. The
building of radio and television IPv6 backbone networks and the improvement and
upgrading of the cable television access networks in eastern and central China
shall be accelerated, and the construction of and the demonstration of IPv6
application in radio and television application infrastructures shall be
advanced.
(f) Upgrading of mobile and fixed terminals. The mobile and fixed terminals
under central purchasing by basic telecommunications enterprises shall fully
support IPv6, and integrated radio and television terminals support IPv6 shall
be promoted.
(3) Application infrastructures
(a) IPv6 upgrading of huge-sized data centers. Huge-sized data centers shall be
improved, and the upgrading of relevant systems shall be completed.
(b) IPv6 upgrading of content delivery networks and cloud service platforms.
The completion of the upgrading and improvement of top five content delivery
networks and 50% cloud products of top ten cloud service platforms shall be
promoted, and the capability of optimization and dispatch of IPv6 traffic shall
be formed.
(c) IPv6 upgrading of the Domain Name System. The Domain Name System and other
major Internet application infrastructures shall be upgraded, and the domain
name servers of domain name registrars, top-level domain registry operators,
and domain hosting service enterprises shall be promoted in fully supporting
IPv6 requests and resolution.
(d) Testing and demonstration of the IPv6 root domain service system. The
introduction of root name server mirrors shall be promoted, and the solution
performance of the Domain Name System shall be further improved. The
technologies for the new root domain service architecture and application shall
be innovated on, test and verification network facilitates of certain scale
shall be built, and application and demonstration shall be conducted.
(e) Building of an IPv6 development monitoring platform. A national IPv6
development monitoring platform shall be established to develop the capability
of instantaneous monitoring and analysis of key development indicators such as
networks, application programs, terminals, users, and traffic and regularly
publish extensive IPv6 deployment monitoring reports.
(4) Cybersecurity
The IPv6 cybersecurity upgrading plan. Existing cybersecurity guarantee systems
shall be upgraded and improved, and the capability to support IPv6 addresses
and network environments shall be improved. The IPv6 addressing plan shall be
strictly implemented, the recordation administration of IPv6 addresses shall be
strengthened, IPv6 deployment and the real name system shall be advanced
collaboratively, the requirements for technical interfaces shall be
implemented, and the capability of precision location of IPv6 addresses,
investigation and strike, and quick disposition shall be enhanced. The work
pertinent to IPv6, such as graded cybersecurity protection, protection of
personal information, risk assessment, notification and early warning, and
disaster backup and recovery, shall be conducted. The cybersecurity
technologies, management and mechanisms against the IPv6 environment in the
fields including the industrial Internet, the Internet of Things, cloud
computing, big data, and artificial intelligence shall be researched.
(5) Key cutting-edge technologies
The next-generation Internet technology innovation projects. The IPv6 technical
standard system shall be constantly improved, and research and development of
essential technologies such as IPv6-based network routes, network
transitioning, network management, network intelligence, network
virtualization, and cybersecurity shall be strengthened. The research and
development of indigenous, controllable essential equipment and systems
supporting IPv6, including network processing units, embedded operating
systems, major application software, terminal and network equipment, security
equipment and systems, and network measuring instruments and meters shall be
accelerated. The new network architecture and innovation on the key
technologies of the next-generation Internet shall be strengthened, and the
direction of evolution of network facilities shall be explored. The building of
national future network test facilities shall be accelerated, and the test,
verification, and demonstration of application of new networking technologies
and applications shall be vigorously conducted.
2. Key work from 2019 to 2020
(1) Internet application programs
(a) Upgrading of Internet application programs (rolling). The IPv6 upgrading of
and the application and deployment of IPv6 in mainstream Internet application
programs for portals, social media, video, e-commerce, search and video games,
among others, and mainstream mobile app stores, Internet browsers, e-mails,
downloads, and other application software shall be continuously encouraged and
supported. Top 100 domestic commercial websites and application programs in
terms of the number of users shall be encouraged and supported in supporting
IPv6 access. In the event of dual IP stack implementation, the aforesaid
application programs are all required to first support IPv6 requests.
(b) IPv6 improvement of the websites of governments at and above the
prefecture-city levels. The upgrading and improvement of existing electronic
government systems shall be continuously advanced, and the upgrading of the
E-Government Network shall be fully completed. The upgrading and improvement of
the websites of governments at and above prefecture-city level shall be
completed. The improvement of public administration, livelihood and
public-welfare service platforms in the fields including comprehensive
governance, finance and medical care shall be completed.
(c) IPv6 improvement of the websites of press, radio and television media
outlets at and above the prefecture-city levels. The IPv6 upgrading and
improvement of the websites of press, radio and television media outlets at and
above the prefecture-city levels shall be completed, and newly launched
business and application programs shall comprehensively support IPv6.
(d) Application of IPv6 in the industrial Internet (rolling). Factory and
enterprise networks shall be constantly improved, the extensive deployment of
innovative application programs of the industrial Internet shall be promoted,
and the standards relating to the application, management and security of IPv6
in the industrial Internet shall be constantly improved.
(2) Network infrastructures
(a) IPv6 interconnection between backbone networks (rolling). The
interconnection nodes between China's IPv6 backbone networks shall be increased
and expanded, and the bandwidth of the Internet shall reach five Tbps.
(b) Capacity expansion of international Internet gateways of IPv6 networks
(rolling). The capacity of IPv6 international Internet gateways shall be
continuously expanded, and the capability of interconnection with the
next-generation global Internet shall be further improved.
(c) Building of the IPv6 capability of radio and television networks (rolling).
The IPv6 radio and television backbone networks shall be improved, the IPv6
upgrading and improvement of the cable television access network in western
China shall be implemented, and the IPv6 deployment in the whole process of
existing content, platforms, networks and terminals of radio and television
shall be basically realized.
(d) Upgrading of mobile and fixed terminals (rolling). Mobile terminals, fixed
network terminals and integrated radio and television terminals supporting IPv6
shall be comprehensively deployed, and the replacement of existing terminals
shall be accelerated.
(3) Application infrastructures
(a) IPv6 upgrading of data centers of huge size or over (rolling). Data centers
of huge size or over shall be upgraded, the upgrading of relevant systems shall
be completed, and the collaborative development with network infrastructures
shall be realized.
(b) IPv6 upgrading of content delivery networks and cloud service platforms
(rolling). The improvement of top ten content delivery networks and all the
cloud products of top ten cloud service platforms shall be completed, and the
capability of optimization and dispatch of IPv6 traffic shall be developed.
(c) Building of an IPv6 development monitoring platform (rolling). Monitoring
indicators and targets shall be increased, and the functions and performance of
the monitoring platform shall be constantly improved. IPv6 development at
enterprises, industries and regions shall be regularly evaluated.
(4) Cybersecurity
The IPv6 cybersecurity upgrading plan (rolling). Relevant cybersecurity
guarantee systems shall be constantly upgraded and improved. The graded
cybersecurity protection system, the real name system and the measures for the
recordation administration of IPv6 addresses shall be implemented in depth,
relevant technologies, management and mechanisms of cybersecurity shall be
continuously researched, and the capability of security management of network
data and protection of personal information shall be enhanced, so as to ensure
cybersecurity.
(5) Key cutting-edge technologies
The next-generation Internet technology innovation projects (rolling). The
technologies supporting IPv6 for chips, operating systems, terminal and network
equipment, and security systems shall be constantly researched and
industrialized. The innovation on the new Internet architecture and
cutting-edge basic technologies including new IP addressing and routing,
endogenous cybersecurity, and network virtualization shall be further
accelerated, the testing, verification and demonstration of application of new
networking technologies and application programs shall be strengthened, the
level of conversion into productivity of innovation achievements shall be
constantly raised, the capability of indigenous innovation on network
information technology shall be significantly enhanced, and first-doer
advantages in future networking technologies shall be developed.
V. Supporting measures
1. Strengthening organization and leadership. A collaborative advancement
mechanism of departments of cyberspace administration, development and reform,
industry and information technology, education, science and technology, public
security, security, and press, publication, radio, film and television, among
others, shall be established, overall coordination shall be enhanced, division
of responsibilities shall be specified, departmental, industry, and regional
cooperation shall be strengthened, the implementation of the action plan shall
be solidly advanced, and the key tasks for extensive IPv6 deployment shall be
researched and advanced. The expert consultation system shall be improved, the
role of survey, research and decision-making consulting shall be maximized, and
quality advice shall be provided. Industry organizations and third-party bodies
shall be encouraged to extensively participate, and the mechanism of
communication and coordination between enterprises and governments shall be
improved.
2. Optimizing the development environment. Appropriation shall be arranged in
an overall manner, more support shall be given, social capital shall be guided
in making investment, the primary role of enterprises shall be maximized, and
development of IPv6 technology innovation, infrastructure improvement,
application and deployment, security guarantees, and other fields shall be promoted.
The development of a system of interconnection and settlement between IPv6
networks shall be promoted, incentives for IPv6 terminals and traffic shall be
researched and issued, and users shall be guided in shifting their option to
IPv6. The development of disciplines relating to the next-generation Internet
shall be accelerated, the fostering of talents in the next-generation Internet
technologies, management and international governance shall be enhanced, and an
internationalized talent team shall be built.
3. Enhancing regulated administration. The requirements for administration of
Internet websites and mobile Web application programs, among others, shall be
improved, and enterprises of Internet information services, content delivery
networks, cloud services, mobile virtual network operation, and broadband
access, among others, shall be guided and promoted in supporting IPv6 at
systems and business. The requirements for government procurement shall be
improved, and the supporting of IPv6 by relevant equipment, systems and
services shall be specified. In the appraisal of the performance of basic
telecommunications enterprises, enterprises shall be supported and encouraged
to vigorously conduct the work regarding IPv6. The testing requirements pertinent
to IPv6 for equipment access to networks shall be improved. The system of
evaluation and certification of the supporting of IPv6 by networks, application
programs and terminals, among others, shall be improved, and the application by
enterprises and in industries and regions shall be regularly evaluated.
4. Deepening international cooperation. The research, test, technologies,
industries and application of the next-generation global Internet shall be
closely followed. The cooperation with the International Organization for
Standardization shall be strengthened, the development of standards relating to
the next-generation Internet shall be vigorously participated in, the
international influence of China's standards shall be improved, and the
progress of international standardization shall be jointly advanced. China's
institutions and organizations shall be promoted in playing a bigger role in
the international basic resource management organizations, the cooperation and
exchange between governments and between enterprises shall boosted, a more
scientific, reasonable IPv6 address distribution and Internet domain name
management mechanism shall be developed, and a new international governance
order oriented to the next-generation Internet shall be promoted.
