Jinshan once bore the heavy labels of a chemical industry hub, an agricultural district, and a remote suburban outpost. During the 13th Five-Year Plan period, through three rounds of nine-year comprehensive environmental improvement, it invested 36 billion yuan to implement 811 projects and shut down over 300 enterprises, clearing the path for transformation. "Village cafes" and "curator spaces" are flourishing everywhere, while the point-based land supply policy has created ecological projects that drive the integrated development of rural areas. The digital nomad model has turned villages into innovation hubs, and the "student economy" has built a vibrant ecosystem for all age groups.

Looking toward the 15th Five-Year Plan period, Jinshan has established a "2+2+3+X" industrial system, aiming to transform traditional industries through greening and digitalization. It focuses on two leading industries, three emerging industries, and future materials. The reshaping of the transportation landscape and the "one district, four zones" layout are advancing simultaneously, as the district strives to win the battle for transformation and upgrading.
