Decision of the Standing
Committee of the National People's Congress on Ratifying the Agreement on the
Procedure for Organizing and Conducting Joint Anti-terrorism Exercises by Member
States of the Shanghai Cooperation Organization
(Adopted at the 3rd Session of the Standing Committee of the Twelfth National
People's Congress on June 29, 2013)
At the 3rd Session of the Standing Committee of the Twelfth National People's
Congress, it is decided: to ratify the Agreement on the Procedure for
Organizing and Conducting Joint Anti-terrorism Exercises by Member States of
the Shanghai Cooperation Organization (hereinafter referred to as the
“Agreement on the Joint Anti-terrorism Exercise Procedure”) signed at Dushanbe
by Yang Jiechi, then Minister of Foreign Affairs, on behalf of the People's
Republic of China on August 28, 2008; however, with the following statement:
The Agreement on the Joint Anti-terrorism Exercise Procedure shall apply to the
Macao Special Administrative Region; the Agreement on the Joint Anti-terrorism
Exercise Procedure shall not apply to the Hong Kong Special Administrative
Region until a notice of the Government of the People's Republic of China
directs otherwise.
