By the Central Committee of China it was decided to build the China (Shanghai) Pilot Free Trade Zone Lingang New Area in Shanghai. The China (Shanghai) Pilot Free Trade Zone Lingang New Area is planed to be a special economic zone with more international market influence and competitiveness. Shanghai municipal government has formulated Several Ttrategies on Promoting the Implementation of the Special Support Policy for the High-quality Development of China (Shanghai) Pilot Free Trade Zone Lingang New Area.

(A) Giving greater reform autonomy to the new area

1, Major reform initiatives are prioritized in the new area.

2,Preferential policies. If there are better policies in the future, they will be universally applicable.  

3, Full empowerment.Give municipal and District-Level Economic Management Authority.

(B) To create a good environment for talents’ development

1, Directly settled.The new area management can introduce talents to key institutions, to give the right to direct application of special talents in the new area, and the right to directly settle in the domestic introduction and the right to settle in the examination and approval of the returned overseas students.

2, To shorten the period between Residence Permit and Household Registration. For talents who meet certain working years and promise to work in the new area for more than 2 years after settling down, the "transferring from inhabitation to household registration" period will be shortened from 7 years to 5 years. Among them, for the core talents of the employing units in line with the key industrial layout of the new area, the period is shortened from 7 years to 3 years.

3, Residence permit special points. If the Shanghai residence permit holder works and lives in the new area, he / she can receive special bonus points, that is, 2 points for every 1 year, and he / she will be credited with total points after 3 years, with a maximum score of 20 points.

4, To attract overseas talents.

Excellent foreign graduates with a bachelor's degree or above from a foreign university can work in the new area directly. Foreign students studying in Shanghai Universities can work part-time in the new area.

To set up a business park for overseas students in the new area, foreign students who intend to start a business in the business park will be given work permits directly and treated as work experience.

The "Direct Train" system will be implemented for the projects that are in short supply and in urgent need of overseas study recommended by the administrative authority of the new area, giving special funds priority support.

The new area enterprises are encouraged to enroll foreign interns in accordance with the relevant regulations.

Foreign students working in the new area can directly apply for long-term (maximum validity of 10 years) Overseas Talent Residence Permit B certificate, exempted from the work permit.
