As Shanghai's youngest municipal-level industrial park, the Shanghai Bay Area Hi-Tech Park in Jinshan District is writing a legend of industrial transformation. After being reserved for a decade, its prized 1,692-acre land parcel has finally welcomed the groundbreaking Lexus new energy vehicle project. Its development models are remarkable. Leading display manufacturer EverDisplay Optronics (EDO) exemplifies the "one tree growing into a forest" path, drawing over 30 upstream and downstream enterprises like Allightec to form a 50-billion-yuan industrial cluster where materials reach production lines in just 10 minutes. The drone industry, leveraging the national East China UAV Base, achieved growth "from nothing," attracting nearly 50 companies pioneering scenarios like island logistics to open new pathways in the low-altitude economy. The biopharma sector, centered on the Bay Area Biopharma Port hosting over 50 enterprises, utilizes the innovative "R&D in Zhangjiang, production in Jinshan" model at the Zhangjiang Jinshan Innovation Park, effectively shortening new drug development cycles.

 

Over two decades of development, the park has gathered 395 industrial enterprises, including 186 large-scale ones, nurtured 232 hi-tech firms, and fostered 10 national "Little Giant" enterprises. This creates a dynamic landscape where industry leaders and specialized SMEs thrive together. Its deeper transformation lies in implementing a trinity model—"magnetic ecosystem, family-style services, quality living"—turning a traditional industrial zone into a modern community. This is evidenced by initiatives like "pre-scripted" efficient approvals, targeted "Bay Area Loans" financial support totaling 769 million yuan, and building a "15-minute living circle" complete with 3,000 talent apartments and international schools. These efforts have significantly reshaped the area's demographics: 37% of newcomers in the past three years hold master’s degrees or higher, with an average age of 31.5.

 

As park executives state, "We want enterprises to feel a sense of belonging here and talents to experience urban refinement." This young industrial powerhouse, fueled by synergistic industrial chains and a vibrant innovation ecosystem, is transforming from Shanghai’s "southwestern outskirts" into a magnet for industry and innovation, setting a new benchmark for the transformation and upgrading of development zones in China.
