Notice of the Shanghai Municipal Commission of Commerce on Implementing the Pilot Reform Measures of "Separating Business Licenses from Permits" for the Administrative Examination and Approval Items of Auction Business Licensing and the Review of the Establishment of Pawn Shops and Their Branches

With a view to better replicating and rolling out the experiences learnt by the Pudong New Area in the pilot reform of "separating business licenses from permits", further facilitating applicants to handle relevant business, and promoting healthy and orderly industry development, effective immediately, application conditions and measures of interim and ex post regulation adopted by the Pudong New Area shall be rolled out across the entire municipality with regard to auction business licensing and the review of the establishment of pawn shops and their branches. In other words, relevant measures that enhance transparency and predictability shall be taken with regard to auction business licensing, while relevant measures that beef up market entry shall be taken with regard to the review of the establishment of pawn shops and their branches.
The Shanghai Municipal Commission of Commerce has adjusted the application conditions and requirements involved in these two examination and approval items. Please refer to relevant information under the section of "e-government services" on the portal website of the Shanghai Municipal Commission of Commerce for details.
