For the purposes of regulating and strengthening the administration of public-private partnership (“PPP”) projects of this Municipality, establishing a long-term mechanism for project administration, and implementing the relevant requirements of the Ministry of Finance and this Municipality on PPP project information disclosure, in accordance with the spirit of the Implementation Opinions of the General Office of the People's Government of Beijing Municipality on Promoting Public-Private Partnership Mode in the Public Service Field (No. 52 [2015], General Office of the People's Government of Beijing Municipality), the Notice of the Ministry of Finance on Issuing the Interim Measures for the Fiscal Management of Public-Private Partnership Projects (No. 92 [2016], Ministry of Finance), the Notice of the Ministry of Finance on Issuing the Interim Measures for the Administration of Information Disclosure on the Public-Private Partnership Comprehensive Information Platform (No. 1 [2017], Ministry of Finance) and other documents, we have developed upon research the Measures for the Administration of the Public-Private Partnership (PPP) Project Database of Beijing Municipality, which are hereby issued to you for your compliance and implementation.

Measures for the Administration of the Public-Private Partnership (PPP) Project Database of Beijing Municipality
Chapter I General Provisions
Article 1 For the purposes of strengthening the administration of public-private partnership (hereinafter referred to as “PPP”) projects of this Municipality, establishing a long-term mechanism for project administration, clarifying the administration duties of municipal and district departments and the specific requirements of dynamic project administration, and implementing the relevant requirements of the Ministry of Finance and this Municipality on PPP project information disclosure, these Measures are hereby developed in accordance with the relevant provisions of the Opinions of the General Office of the People's Government of Beijing Municipality on Promoting Public-Private Partnership Mode in the Public Service Field (No. 52 [2015], General Office of the People's Government of Beijing Municipality), the Notice of the BeijingMunicipalBureau of Finance on Matters concerning Further Regulating the Implementation of Public-Private Partnership Projects (No. 799 [2017], Beijing Municipal Bureau of Finance), the Notice of the Ministry of Finance on Issuing the Interim Measures for the Fiscal Management of Public-Private Partnership Projects (No. 92 [2016], Ministry of Finance), the Notice of the Ministry of Finance on Regulating the Operation of the Public-Private Partnership (PPP) Comprehensive Information Platform (No. 166 [2015], Ministry of Finance), and the Notice of the Ministry of Finance on Issuing the Interim Measures for the Administration of Information Disclosure on the Public-Private Partnership (PPP) Comprehensive Information Platform (No. 1 [2017], Ministry of Finance), among others.
Article 2 These Measures are developed to establish the PPP project database of this Municipality by relying on the PPP comprehensive information platform (www.cpppc.org) of the Ministry of Finance, and, according to the hierarchical administration duties of the Municipality and districts, achieve the PPP project information entry and submission, review, inquiry, statistics and disclosure and other relevant work of this Municipality.
Article 3 These Measure shall apply to finance departments of this Municipality and its districts, and all industry administrative departments at the municipal level and other relevant PPP entities.
Article 4 The administration of the PPP project database of this Municipality shall adhere to the principles of “being led by public finance departments, departmental collaboration, and being open, transparent, standardized and orderly.”
Chapter II Division of Functions
Article 5 The Public-Private Partnership Promotion Center of the BeijingMunicipalBureau of Finance (hereinafter referred to as the “PPP Center of the BeijingMunicipalBureau of Finance”) shall take charge of making overall planning for the organization and implementation of the administration of the PPP project database of this Municipality, and the municipal and district finance departments at all levels and all relevant entities at the municipal level shall, according to the following division of functions, effectively conduct the relevant work:
(1) The PPP Center of the BeijingMunicipalBureau of Finance shall take charge of effectively conducting the information entry and updating of PPP projects at the municipal level, and of making overall arrangements for the examination and reporting of the information on PPP projects throughout this Municipality, the analysis and summary of the PPP project information of this Municipality, the submission of PPP project reports and information disclosure reports, and other work.
(2) All industry administrative departments at the municipal level shall take charge of providing finance departments with relevant project information according to the relevant requirements of the Ministry of Finance and these Measures on PPP project administration and information disclosure, among others, and in consideration of the specific information on the launch, organization and implementation of PPP projects, and be responsible for the authenticity, integrity, accuracy and timeliness of the information provided.
(3) All district finance departments shall take charge of, according to the relevant requirements of the Ministry of Finance and these Measures on PPP project administration and information disclosure, among others, organizing and coordinating the relevant departments, and taking the lead in effectively conducting the screening and identification, information entry and updating, reporting and information disclosure of PPP projects within their respective jurisdictions and other work on the administration of PPP projects at the district level.
Chapter III Project Database Administration
Article 6 According to the dynamic administration requirement of “enabling PPP projects to be included in and removed from the database” of the Ministry of Finance, the PPP project database of this Municipality shall be subject to strict administration system for including projects in and removing projects from the database.
(1) Inclusion of projects in the database and the examination thereof. For projects that are to be operated and implemented under the PPP mode, project implementation entities shall, after completing the preparation of initial implementation plans, report them to the finance departments at the same level in a timely manner, and the finance departments shall enter project information into the PPP comprehensive information platform to complete the inclusion of projects in the database. The Beijing Municipal Bureau of Finance will examine and approve the projects that have passed the cost-effectiveness assessment and the financial capability demonstration and included in the database through the platform as required, and submit them to the Ministry of Finance for the unified release to the public.
(2) Removal of projects from the database. All district finance departments and the relevant industry administrative departments at the municipal level may apply to the Beijing Municipal Bureau of Finance for removing the PPP projects which fall under any of the following circumstances from the database:
(a) The projects are demonstrated as inappropriate for adopting the PPP mode.
(b) The projects are to be invested in other ways.
(c) The projects fall under other circumstances.
At the same time, the Beijing Municipal Bureau of Finance will, in consideration of project progress and inspection results, automatically clear the PPP projects which fall under any of the following circumstances out of the database on a regular basis:
(a) The projects have made no substantial progress six months after being included in the database.
(b) The projects are operated in violation of regulations.
(c) The relevant participants fail to provide information according to the relevant provisions on the disclosure of information on PPP projects or fall under any other improper circumstances, and fail to take corrective action after being ordered to do so.
Article 7 When the information in the project database needs to be changed due to any change of a project included in the database, a district finance department or the relevant industry administrative department at the municipal level shall apply to the Beijing Municipal Bureau of Finance for the verification and confirmation of the change in a timely manner, and complete the change of information in the project database and other work. No district finance department may change information on its own initiative without reporting it for recordation.
Chapter IV Information Disclosure
Article 8 The full life circle information on the PPP projects of this Municipality shall be disclosed through the PPP comprehensive information platform of the Ministry of Finance in accordance with the relevant requirements of the Notice of the Ministry of Finance on Issuing the Interim Measures for the Administration of Information Disclosure on the Public-Private Partnership Comprehensive Information Platform (No. 1 [2017], Ministry of Finance, hereinafter referred to as the “Information Disclosure Measures”).
Article 9 All relevant parties concerned in PPP projects shall, in strict accordance with the Information Disclosure Measures, effectively conduct the relevant work on the implementation of the disclosure of information on PPP projects of this Municipality:
(1) Projects at the municipal level. All relevant industry administrative departments at the municipal level shall, in consideration of the progress of project promotion, provide the municipal finance department with the relevant PPP project information in a timely, accurate, true, and complete manner before the time points of information disclosure at various stages; and, at the same time, strengthen the identification and screening of information involving state secrets, trade secrets, personal privacy and intellectual property rights, among others, and ensure that the contents of disclosed project information comply with laws and regulations.
The PPP Center of the BeijingMunicipalBureau of Finance shall, in accordance with the requirements of the Information Disclosure Measures, complete on the comprehensive information platform the information entry and updating of PPP projects at the municipal level and other work on information disclosure in a timely manner, actively urge the relevant industry administrative departments of the projects at the municipal level to provide project information, and organize the preparation of the relevant reports on the PPP work information disclosure throughout the Municipality.
(2) Projects at the district level. All district finance departments shall take the lead in implementing the information entry and updating of PPP projects at the district level on the comprehensive information platform and other work on information disclosure, intensify the efforts in organization, actively urge all participants to provide PPP project information in a timely, accurate, true and complete manner, and organize the preparation of the annual work reports on the disclosure of information on PPP projects at the same level.
Article 10 In addition to achieving information disclosure by relying on the PPP comprehensive information platform of the Ministry of Finance, the municipal and district finance departments and relevant industry administrative departments shall also, in accordance with the provisions of laws and regulations and the relevant work requirements, synchronously achieve the disclosure of information on PPP projects by one or multiple of the following channels:
(1) Government procurement and project bidding information release media designated by the governments.
(2) Relevant government and department websites.
(3) Other media platformsconvenient for public access to government affairs information in a timely and accurate manner.
Article 11 All district finance departments shall, in accordance with the requirements of the Information Disclosure Measures, complete in conjunction with the relevant government departments the annual work reports on PPP project information disclosure conducted by the governments at the same level in the previous year before the end of February each year, and submit them to the BeijingMunicipalBureau of Finance.
Chapter V Supervision and Administration
Article 12 All PPP projects that meet the requirements for being included in the database shall be incorporated into the PPP comprehensive information platform of the Ministry of Finance for unified administration, and subject to information disclosure in accordance with the relevant requirements of the Information Disclosure Measures and Chapter IV of these Measures.
Article 13 The projects that have not been included in the database in a timely manner as required or undergone information disclosure shall not be publicized and promoted in the name of PPP projects, and the financing thereof shall not be conducted and the relevant fiscal budget expenditure liability shall not be arranged in the name of PPP projects.
Article 14 The BeijingMunicipalBureau of Finance and relevant departments will supervise and inspect the PPP projects of this Municipality on a regular basis, and conduct quantitative assessment of the project promotion, project information entry and updating, and inclusion of projects in and removal of projects from the database, among others of all districts and notify the assessment results on a regular basis, and the assessment results will be linked up with the PPPfunds for “awards in lieu of subsidies.”
Chapter VI Supplementary Provisions
Article 15 The power to interpret these Measures shall remain with the BeijingMunicipalBureau of Finance.
Article 16 These Measures shall come into force on the date of issuance.
