With the consent of the municipal government, the Measures of Beijing Municipality for the Administration of Point-Based Household Registration (for Trial Implementation) are hereby issued for your diligent implementation.

Measures of Beijing Municipality for the Administration of Point-Based Household Registration
Article 1 For the purposes of further implementing the spirit of household registration system reform, insisting on and strengthening the urban strategic orientation of the capital, further strengthening population service and management, and gradually promoting the household registration of permanent residents who stably work and live in Beijing for a long period of time in an orderly manner, in light of the actual circumstances of Beijing municipality, these Measures are developed in accordance with relevant laws, regulations, and rules.
Article 2 For the purpose of these Measures, “point-based household registration” means that applicants whose total points reach a specified score may apply for permanent residence of this municipality under an indicators system where each indicator is assigned a certain number of points.
Article 3 Under the principles of fairness and impartiality, total quantity control, giving priority to the existing amount, and orderly promotion, the policy of point-based household registration shall be implemented steadily.
Article 4 An applicant that applies for point-based household registration shall concurrently meet the following conditions:
(1) He or she has a residence permit of this municipality.
(2) He or she has not attained the statutory retirement age.
(3) He or she has paid premiums of social insurance in Beijing for seven consecutive years or more.
(4) He or she has no criminal records.
Article 5 The indicator system of point-based household registration is composed of such indicators as legal and stable employment, legal and stable residence, educational background, employment and living regions, innovation and business startup, taxation, age, honors and awards, and law compliance record. The total points are the accumulated scores of all indicators.
(1) Indicator of legal and stable employment and scores
An applicant enters into a formal labor contract with an employer in Beijing and has worked for one consecutive year or more, or makes investment in forming an enterprise in Beijing and has carried out business for one consecutive year or more, or is registered as an individual industrial and commercial household in Beijing and has carried out business for one consecutive year or more; and the years of continuously paying premiums of social insurance shall be the scoring standards for the years of legal and stable employment, and three points are accumulated for every year of consecutive payment of social insurance premiums.
(2) Indicator of legal and stable residence and scores
An applicant has a self-owned residence in this municipality for which the house ownership certificate has been obtained; or has entered into a formal house leasing contract to lawfully rent a residence that meets such relevant provisions as registration recordation and paying tax according to the law; or lives in a dormitory with lawful property right provided by the employer. An applicant is required to live in the aforesaid residence for one consecutive year or more. One point is accumulated for every year of consecutive living in a residence to which the applicant has title, and one-half point is accumulated for every year of consecutive living in a lawfully rented residence or a dormitory of the employer. Where the years of consecutive living exceeds the years of paying social insurance premiums, the years of consecutive payment of social insurance premiums shall be taken as the years of consecutive living.
(3) Indicator of educational background and scores
An applicant that has obtained an educational background (academic degree) of the national education series and recognized by the Ministry of Education may obtain corresponding points. Specific point accumulation standards are as follows: ten and a half points for junior college (including vocational education), fifteen points for undergraduate diploma and obtaining a bachelor's degree, twenty-six points for postgraduate diploma and obtaining a master's degree, and thirty-seven points for postgraduate diploma and obtaining a doctor's degree. The highest diploma (academic degree) obtained by an applicant shall prevail for the identification of diploma (academic degree), and points for diploma (academic degree) shall not be accumulated. The points for the years of consecutive payment of social insurance premiums and the years of consecutive living during the period of obtaining a diploma (academic degree) and the points for diploma (academic degree) shall not be accumulated.
(4) Indicator of employment and living regions and scores
From the date when these Measures come into force, two points shall be added for an applicant whose residence is moved from any of the six urban districts (Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District, and Shijingshan District) to any other administrative district in this municipality for every full year, and six points shall be added at maximum. Four points shall be added for an applicant whose places of employment and residence are both moved from the six urban districts to other administrative districts in this municipality for every full year, and twelve points shall be added at maximum.
(5) Indicator of innovation and business startup and scores
An applicant that obtains award(s) at the national level or at the municipal level in this municipality in science and technology and cultural fields as well as innovation and business startup contest(s) may obtain corresponding bonus points. Twelve points shall be added at maximum for an applicant that obtains an award at the national level and six points shall be added at maximum for an applicant that obtains an award at the municipal level in this municipality. Only the highest point shall be calculated, and the bonus points shall not be accumulated.
Two points shall be added for an applicant that serves as senior executive or key technician of a national high-tech enterprise and meets certain conditions in shareholding ratio, wage and other aspects for every full year, and six points shall be added at maximum.
Two points shall be added for an applicant that invests in or works for a business start-up enterprise meeting certain conditions in an accredited science and technology business incubator or a maker space and meets certain conditions in investment amount, shareholding ratio, wage and other aspects for every full year, and six points shall be added at maximum.
One point shall be added for an applicant that invests in or works for an accredited science and technology business incubator and maker space, technology transfer service institution, or professional scientific and technological services institution, and meets certain conditions in investment amount, shareholding ratio, wage and other aspects for every full year, and three points shall be added at maximum.
The bonus points for the aforesaid innovation and business startup indicators shall not be accumulated, and only the highest point shall be calculated when an applicant meets more than one condition for bonus points.
(6) Indicator of taxation and scores
Six points shall be added for an applicant that consecutively pays taxes in the last three years and meets one of the following conditions: the average annual amount of individual income tax on wages, salaries, and labor remunerations exceeds 100,000 yuan; and for an investor of a sole proprietorship enterprise registered according to the law, a natural person shareholder of a limited liability company, or a contributor of a partnership, the average annual tax calculated according to his or her contribution ratio on the basis of the tax paid by the enterprise exceeds 200,000 yuan. Points shall not be accumulated under the aforesaid circumstances.
From the date when these Measures come into force, twelve points shall be deducted for an individual, or an operator of an enterprise legal person or an individual industrial and commercial household with tax-related violation records who applies for point-based household registration for every record.
(7) Indicator of age and scores
Twenty points shall be added for an applicant under the age of 45.
(8) Indicator of honors and awards and scores
Twenty points shall be added for an applicant that obtains one of the following honors and awards: chosen as a model worker at or above the provincial or ministerial level; a national moral model or moral model of the capital; a national righteous and courageous hero model or a good righteous and courageous citizen of the capital. Where it is otherwise prescribed by the state on relevant awards, the provisions of the state shall prevail. Points shall not be accumulated under the aforesaid circumstances.
(9) Indicator of law compliance record and scores
From the date when these Measures come into force, thirty points shall be deducted for an applicant that is given administrative detention penalty by the public security organ for violation of relevant laws in this municipality, for each record of administrative detention.
Article 6 The relevant departments of this municipality shall separately develop detailed rules for the implementation of the measures for the administration of point-based household registration, including the specific determination standards for the indicators of point-based household registration, and the specific operation procedures for the implementation of policies, among others.
Article 7 Applications for point-based household registration shall be accepted once each year. An applicant that complies with the provisions of Article 4 may file an application with the employer and the employer shall uniformly submit the applications to relevant department.
Article 8 The municipal government shall, according to the information on annual population control, announce the score for point-based household registration to the public each year. Relevant departments of the municipality shall, according to the points of the applicants and the score for household registration, preliminarily determine the candidates for point-based household registration on an annual basis, and publish their points. Applicants having passed public scrutiny may, under the relevant provisions, undergo the formalities of permanent residence of this municipality.
Article 9 The household registration of the minor children of applicants qualified for point-based household registration complying with the family planning policy may be transferred with their parents; and the applications of their spouses and parents for household registration shall be handled according to the dependents household registration policies currently in effect of this municipality.
Article 10 Staff members of the relevant administrative organs shall fulfill their duties according to the law. Those who practice favoritism, make falsification, abuse their power, or solicit or accept bribes in the work of point-based household registration shall be given disciplinary sanctions by their entities or supervisory organs. If the act constitutes a crime, the violator shall be subject to criminal liability according to the law.
An applicant and his or her employer shall guarantee the authenticity of the application materials provided. Where an applicant practices fraud in his or her application materials, he or she shall be disqualified for applying for point-based household registration in the current year and within the following five years; and the household registration of an applicant that has undergone the formalities of household registration shall be canceled. Where the employer of an applicant assists him or her in providing false materials, its applications for point-based household registration shall not be accepted in the current year and the following five years. Where a crime is constituted under the following circumstances, the violator shall be subject to criminal liability according to the law.
Article 11 In light of the actual circumstances of economic and social development in this municipality, an adjustment proposal for the point-based household registration indicator system may be offered by relevant department of this municipality at appropriate time and shall be made public with the approval of the municipal government.
Article 12 These Measures shall come into force on January 1, 2017 and be valid until December 31, 2019.
