The competent industry and information technology departments and communication administrations of all provinces, autonomous regions and municipalities directly under the Central Government:
In order to implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee, promote the integrated development of the Internet and economy and society, expand the space of the internet economy, and improve the quality and benefits of development, in accordance with the Guiding Opinions of the State Council on Vigorously Advancing the "Internet Plus" Action (No. 40 [2015], State Council), the Ministry of Industry and Information Technology researched and developed the Action Plan (2015-2018) of the Ministry of Industry and Information Technology concerning Implementing the Guiding Opinions of the State Council on Vigorously Advancing the "Internet Plus" Action which is hereby issued to you for you to develop supporting policies and measures based on the actual circumstances, vigorously explore new methods and pathways, create a positive environment and ensure implementation thereof.

Action Plan (2015-2018) of the Ministry of Industry and Information Technology for Implementing the Guiding Opinions of the State Council on Vigorously Advancing the "Internet Plus" Action
This Plan is hereby made for purposes of further implementing the Guiding Opinions of the State Council on Vigorously Advancing the "Internet Plus" Action, accelerating advancement of the in-depth integration of industrialization and information technology, and comprehensively support the implementation of Made in China 2025 and the building of a strong manufacturing and internet country.
I. General requirements
(1) Guiding ideology
We shall comprehensively implement the spirit of the 18th CPC National Congress and the Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee, grasp a deep understanding of the trend of extensive integration and transformation in the "Internet plus" era, fully use the comprehensive advantages of China's Internet in application of scale, and, with accelerating the in-depth integration of new-generation information telecommunications technology and industry as main thread, with implementing "Internet plus" manufacturing industry and "Internet plus" micro and small-sized enterprises as priority, with high speed broadband network infrastructure and the information technology industry as support, constantly develop new advantages of industrial competition under new conditions. We shall organically combine the decisive role of the market in allocating resources with the role of the government, highlight the primary status of enterprises, vigorously expand the depth and width of the Internet and the manufacturing industry, vigorously foster new technology, products, business types and models, deepen the reform of systems and mechanisms, innovate on the mode of government services, release development potentials and vigor, promote transformation, upgrading and improvement of the quality and efficiency of industries, and accelerate the building of a strong manufacturing and internet country.
(2) Basic principles
Adhering to leadership of innovation. The connection between and application of internet innovation factors, innovation systems and innovation systems and industrial development shall be strengthened, various innovation forces shall be gathered together to the maximum extent, the innovation on technology and models shall be driven, and new business types and new growth areas of industries shall be constantly cultivated.
Adhering to the integration of industrialization and information technology. The role of the Internet as a platform in integrating information technology and industrialization shall be fully underscored, traditional industries shall be encouraged to develop an internet mindset, the penetration of the information communication technology in various fields of the manufacturing industry shall be promoted, and the transformation of production modes and development models shall be prompted.
Adhering to openness and sharing. The edge of China's Internet in development shall be consolidated, the gathering, opening and sharing of various factors based on the Internet shall be encouraged, allocation efficiency shall be improved, and the development of an open industrial ecosystem featuring complementary advantages, cooperation and win-win shall be accelerated.
Adhering to security and order. The cybersecurity guarantee system shall be completed, the capability of technological and industrial support shall be solidified, the protection of major information systems and data resources shall be enhanced, the standard system and regulation rules shall be improved, the scientific, effective market regulation mode shall be bettered, and the orderly industrial development shall be promoted.
(3) Overall objectives
By 2018, the integration of the Internet and the manufacturing industry will have been further deepened, and the manufacturing industry will have been more significantly digital driven, internet oriented, and intelligent. The administration system of integration of industrialization and information technology will have become an important means to lead the reform of corporate management bodies and foster new capabilities; the pace of the integration of new-generation information technology and manufacturing technology will have been accelerated, and industrial products and equipment in sets will have been more prominently intelligent; the new modes and business types of cross-field integration will have become new driving forces for economic growth, and a group of demonstrative enterprises of integration of the Internet and the manufacturing industry will have been fostered; the Cyber Physics System ("CPS") will have preliminarily become key infrastructure supporting the development of intelligent manufacturing, and a group of industrial system solutions that can be promoted will have been formed; micro and small-sized enterprises will have been significantly information driven, and the Internet will have become a major support platform of entrepreneurship and innovation among all the people; next-generation broadband, integrated, ubiquitous and safe national information infrastructure will have been basically established; and a new-generation homegrown, controllable information technology industrial system will have been preliminarily developed.
II. Major action
(1) The promotion action of the administration system of integration of industrialization and information technology and standard building.
i. Objectives
The administration system of integration of industrialization and information technology shall become an important foothold to guide enterprises in adjusting strategies, transforming business, reforming organizations and fostering new capability. By 2018, a set of complete standards for the administration system of integration of industrialization and information technology will have been formed, over 10,000 enterprises will have implemented the standards therefor, more than 1,500 enterprises will have passed the assessment of the administration system of integration of industrialization and information technology, over 60,000 enterprises will have assessed and diagnosed themselves and connected themselves with the standards in relation to the integration of industrialization and information technology, and a new pattern in which the administration standards promote innovation, transformation and development shall be formed.
ii. Content
The implementation of the standards for the administration system of integration of industrialization and information technology shall be fully advanced. The pilot program of the implementation of the standards for the administration system of integration of industrialization and information technology shall be constantly advanced, the online and offline coordination platforms of standards implementation assessment shall be improved, regions with good conditions shall be encouraged to provide policy guidance and funding support, and a market-oriented standards implementation mode and mechanism shall be established. Talent training, standards implementation publicity and training, and supervision and administration shall be strengthened, a standards implementation quality assurance system shall be established, the recognition of the assessment results of the administration system of integration of industrialization and information technology in intelligent manufacturing, technology retrofits, consolidation of industrial foundations, industrial transformation and other key work, and the development of a market-oriented recognition mechanism shall be accelerated.
The new capability of enterprises in the environment of the Internet shall be developed at a faster pace. Depending on the industrialization and information technology integration consultant service platforms, local competent departments and industrial associations shall be encouraged to organize enterprises to assess and diagnose themselves and connect themselves with the standards in relation to the integration of industrialization and information technology, and the development goals, key directions and implementation paths of the integration of industrialization and information technology shall be specified. A group of enterprises that implement the standards shall be selected by industries and by fields, the local governments, competent industry departments and intermediary organizations shall be organized to summarize and refine the experience and practice of the integration of industrialization and information technology and conduct demonstration and promotion, and enterprises shall be guided in accelerating business innovation and organization transformation under the conditions of the Internet and in fostering data driving, network synergy, lean management and other new capabilities. The level of regional development of the integration of industrialization and information technology shall be assessed, and each region shall be guided in scientifically advancing the in-depth integration of industrialization and information technology.
The establishment of a system of standards for the integration of industrialization and information technology shall be accelerated. The standardization resources in information technology, industry and telecommunications fields shall be integrated, and the development of standardization technology organizations in the field of integration of industrialization and information technology shall be strengthened. A road map to standards for the integration of industrialization and information technology shall be researched and developed, and a relevant standard system shall be established and improved. According to the principle of first start in urgent areas, first application of mature standards and key breakthroughs, key standards in the fields such as the Cyber Physics System, industrial cloud, industrial big data, the industrial Internet, project control systems, and manufacturer services shall be researched and developed, and international standardization shall be promoted vigorously. The standards for segmentation fields of the administration system of integration of industrialization and information technology shall be organized and developed, and the conformity with information technology service standards shall be assessed.
(2) Intelligent manufacturing fostering and promotion action
i. Objectives
The integration of a new generation of information technology and manufacturing technology shall be further accelerated, and the intelligence level of products, equipment, production, management and service in the manufacturing industry shall be significantly raised. By 2018, the rate of homegrown high-end intelligent equipment will have been significantly raised, a group of intelligent factories in key industries will have been set up, 200 demonstrative projects under the pilot program of intelligent manufacturing shall be fostered, and the demonstration and application of the industrial Internet in key industries shall be preliminarily realized.
ii. Content
The top design of intelligent manufacturing shall be strengthened. Intelligent manufacturing development strategies shall be researched and made, and stage objectives, development priorities and implementation paths shall be specified. Implementation plans for intelligent manufacturing projects shall be made, and the development goals and priorities and road maps to the implementation in the fields such as intelligent manufacturing equipment and products, intelligent factories in key industries and digital workshops shall be specified. Intelligent manufacturing comprehensive standardization building guidelines shall be developed and issued, and experimental verification of standards and promotion and application in typical fields shall be conducted. The intelligent retrofit and upgrading of traditional equipment shall be promoted, and centering on the common issues as to the intelligent retrofit of essential equipment and key working procedures of small and medium-sized enterprises large in number and extensive in range, local competent departments, associations and leagues, and institutes shall be supported in making road maps to intelligent equipment retrofits by industries and specify stage objectives, priorities, paths and methods.
Intelligent manufacturing equipment and products shall be developed. Special intelligent manufacturing projects shall be organized and implemented, and the innovative development of intelligent manufacturing equipment and products shall be supported. Equipment in key fields shall be made more intelligent at a faster pace, and the organization of the action plan for the "generation of numerical control" equipment innovation project and the special project of high-end numerically-controlled machine tools and basic manufacturing equipment shall be continued. The Action Plan for the Development and Innovation of the Internet of Vehicles (2015-2020) shall be issued so as to promote the research and development of the technology and development of standards in relation to the Internet of Vehicles and organize and conduct the pilot program of the Internet of Vehicles and the demonstration of the Internet of Vehicles based on 5G technology. The Action Plan for the Innovative Development of Intelligent Hardware shall be developed in order to promote the research, development and industrialization of intelligent wearable devices, service robots and other new intelligent hardware and products and constantly advance the building of national intelligent home application and demonstration bases.
Pilot programs and demonstrations of intelligent manufacturing shall be organized and conducted. With enterprises as primary entities, the market as orientation and application as essence, key manufacturing parts shall be prioritized, in key regions and industries with good basic conditions and urgent need, a group of enterprises under the pilot program playing a leading and demonstrating role in the fields of intelligent equipment, intelligent factories, intelligent service, intelligent supply chain and new manufacturing modes shall be selected, effective experience and modes shall be refined and summarized, and industrial demonstration and application promotion shall be conducted. Depending on new industrialization demonstration bases, the pilot program and demonstration of intelligent parks shall be conducted, and a group of intelligent parks shall be fostered.
The development and deployment of the industrial Internet shall be advanced. An overall network architecture plan for the industrial Internet shall be researched and made in order to specify the key technical paths of China's industrial Internet. The industrial Internet based on IPv6, industrial Ethernet, ubiquitous wireless, software-defined networking, 5G, industrial cloud computing, big data and other new technology shall be deployed at a faster speed. The building of key resource management platforms and key technology experimental verification platforms of the industrial Internet shall be organized and undertaken. The establishment of an industrial league of the industrial Internet shall be promoted, enterprises shall be promoted in demonstrating the application of the innovation on the industrial Internet, and the application in the fields of wireless applications in factories, identifier resolution, industrial Ethernet, and IPv6 application shall be demonstrated.
(3) New production mode development action
i. Objectives
The Internet will be extensively integrated in the whole process of production and manufacturing, whole industry chain and whole product life cycle, and a group of new technology, business types and modes will become important forces driving industrial transformation and upgrading. By 2018, a group of new modes such as crowd sourcing design, customization, and synergistic manufacturing will have been formed in key industries, a group of demonstrative platforms of industrial cloud, industrial big data, industrial e-commerce and maker space at the state level will have been fostered, and a group of innovation-driven, leading demonstrative enterprises integrating the Internet and manufacturing will have been developed.
ii. Content
An open mode of research, development and design shall be fostered and developed. Manufacturers of consumer electronics, home appliances, shoes and garments, among others, shall be guided in establishing open innovation interaction platforms and online design centers, being fully connected with the demand of users, and developing demand-oriented, crowd sourcing, maker space and other modes of research, development and design based on the Internet. Manufacturers of machinery, aircrafts, ships, automobiles, and electronic information, among others, shall be supported in speeding up the development of an industry chain synergistic research and development system, gathering various innovation resources, and developing a synergistic design mode based on the Internet. Large enterprises shall be supported in establishing "entrepreneurship and innovation among all the people" service platforms of research and development testing, entrepreneurship training, investment and financing, and startup incubation, among others, orienting to whole society, and the local governments shall be encouraged to develop maker space, innovation workshops, open source communities and other emerging creative spaces and build innovation vehicles featuring a combination of market orientation and professionalism, online and offline interaction, and connection between incubation and investment.
New production and manufacturing modes shall be developed. Pilot programs and demonstrations of "Internet plus" manufacturing industry shall be organized and conducted, and enterprises shall be promoted in developing mass customization, networked synergistic manufacturing, cloud manufacturing and other new manufacturing modes based on the Internet and establishing new modes of research and development, manufacturing and service based on dynamic sensing of consumers' demand. The application of the Internet shall be promoted in expanding from sale to the whole process of production and manufacturing, and enterprises shall be encouraged to issue real-time resources of research, development and design and capacity of production, manufacturing and logistic delivery and form a network-based, data-driven new production mode of online allocation of offline resources.
Platform economy serving industrial transformation shall be built. Manufactures, internet enterprises, and information technology service enterprises shall be supported in undertaking cross-field cooperation, and an industrial cloud platform shall be built, applied and promoted. A pilot program of innovation on industrial cloud service shall be organized and conducted, the opening and sharing of the resources of research, development and design, production and manufacturing, marketing service, testing and verification, among others, shall be advanced, and an industrial cloud eco-system shall be built. Regional pilot programs of industrial e-commerce shall be conducted, the collaborative innovation and interactive development of industrial e-commerce platforms, third-party logistics, internet finance and other business shall be promoted, and a group of industrial e-commerce demonstrative areas, platforms and enterprises shall be fostered. Leading manufacturers shall be supported in prioritizing the administration of supply chain, deepening the application of business-to-business e-commerce, and developing direct selling e-commerce, social media e-commerce, cross-border e-commerce and other new modes of online marketing.
Industrial big data shall be developed and applied at a faster pace. A road map to the development of industrial big data shall be researched and developed to specify the direction, objectives and paths of development. The development of a group of big data analysis technology and products orienting to marketing, research, development and design, production and manufacturing, operation and management, and other key parts shall be supported, the building of a big data resource integration and analysis platform orienting to the whole industry chain shall be promoted, and pilot programs and demonstrations of industrial application shall be organized and conducted. A group of industrial big data industry platforms and service demonstration bases shall be set up depending on high-end equipment, electronic information and other data-intensive industrial agglomerations.
(4) System solution capability improvement action
i. Objectives
The application of the Cyber Physics System and the capability of intelligent manufacturing system solutions in key industries will be significantly improved, and the industrial automation safety control system will be further improved. By 2018, the average annual growth rate of the business income of backbone domestic industrial software enterprises will have exceeded 20%, a group of Cyber Physics System industrial application testing and verification platforms will have been formed, and more than 20 leading enterprises of industrial intelligent manufacturing system solutions will have been fostered.
ii. Content
The research, development and industrialization of the key technology of the Cyber Physics System shall be advanced. A Cyber Physics System standard system shall be established, and the development of reference models, functional frameworks, data and data chain, and other basic, key standards of the Cyber Physics System shall be accelerated. Industrial software enterprises shall be supported in researching and solving physical simulation, man-machine interaction, intelligent control, autonomous system and other key technologies and improving the capability to research, develop and industrialize industrial software and hardware including computer aided design and engineering, manufacturing execution systems, product lifecycle management and distributed control systems. The research and development of development tool kits, knowledge base, component gallery and other general development platforms of the industrial Cyber Physics System shall be supported, the integration and application of industrial software, industrial big data, industrial networks, industrial automation security systems, and intelligent robots shall be promoted, and the capability to research and develop system solutions of the industrial Cyber Physics System shall be enhanced.
The application testing and pilot programs and demonstrations of the industrial Cyber Physics System shall be conducted. Depending on scientific research institutions, universities, and large enterprises, centering on key industries, an industrial Cyber Physics System application testing and verification platform shall be established, a test bed with comprehensive capability to verify the Cyber Physics System shall be developed, and the compatibility and adaptability, interconnection and interoperability of key technologies, networks, platforms, and application environment shall be tested and verified. Third-party bodies shall be supported in establishing Cyber Physics System security testing and assessment platforms to test and assess the security performance of key software, sensors, mobile terminals, and industrial networks, among others, of the Cyber Physics System. The demonstrations of the application of the Cyber Physics System shall be organized and conducted, orienting to key industries of aviation, automobiles, electronics and petrochemical, among others.
The capability of intelligent manufacturing system solutions shall be improved. Orienting to the building of intelligent manufacturing units, intelligent assembly lines, intelligent workshops and intelligent factories in key industries, the capability of architecture design, comprehensive integration and solutions of industrial automation, information technology and other integration service enterprises shall be improved. The intelligent manufacturing system solutions capability improvement project shall be organized and implemented, manufacturers, information technology enterprises and internet enterprises shall be supported in establishing cooperation mechanisms, the synergistic research and application demonstration of design tools, production equipment, industrial operating systems, the industrial Internet, intelligent chips and industrial control systems, among others, shall be conducted, and a group of integrated solutions to industrial intelligent manufacturing shall be formed.
The building of the industrial information system security guarantee system shall be strengthened. The industrial information systems and products security review system shall be explored and established, the industrial information system information security standard system shall be improved, and industrial enterprises' capability of information security management shall be enhanced. The measures for the administration of the submission and publication of the information on industrial information security risks shall be researched and developed, the information security inspection and risk assessment of industrial automation systems in key fields shall be made, and the research, development and industrialization of essential information security technology and products of industrial automation systems shall be supported. A group of industrial information system security laboratories shall be built, the establishment of public service platforms of the simulation testing, monitoring and early warning of the information security of industrial control products and systems, among others, shall be supported in priority, and a number of third-party service institutions shall be fostered.
(5) Micro and small-sized enterprises entrepreneurship and innovation fostering action
i. Objectives
The small and medium-sized enterprises information technology advancement project will be advanced constantly and in depth, the service system orienting to micro, small and medium-sized enterprises shall be further improved, the level of application of the Internet and the capability of integration of information technology and industrialization of micro and small-sized enterprises will be constantly raised or improved, and the environment of entrepreneurship and innovation among all the people will be constantly bettered. By 2018, a group of information technology service platforms for micro and small-sized enterprises will have been established so as to constantly improve the capability of micro and small-sized enterprises to use information technology for research and development, management and production control.
ii. Content
The service system shall be improved. The small and medium-sized enterprises public service platform network building project shall be implemented to realize the interconnection, information sharing and service synergy of service resources. Telecommunications enterprises and large-sized internet enterprises shall be encouraged to build open and sharing resource platforms, cooperate with industrial parks and industrial agglomerations, and provide micro and small-sized enterprises with low-cost, low-threshold services substituting lease for building and supporting the development of core business. Supply chain finance, e-commerce credit financing and other new modes and channels for micro and small-sized enterprises shall be explored.
The application of the internet technology shall be promoted. The role of industrial cloud platforms in building the capability of micro and small-sized enterprises shall be strengthened, and online research, development and design, control optimization, device management, quality monitoring and analysis, and other software application services orienting to micro and small-sized enterprises shall be provided. Telecommunications operators, information technology service enterprises, and internet enterprises, among others, shall be supported in implementing special plans to provide micro and small-sized enterprises with e-commerce, mobile Web application solutions and other services, and micro and small-sized enterprises shall be promoted in innovating on business models, expanding marketing channels and improving products and services.
The entrepreneurship and innovation of micro and small-sized enterprises shall be supported. A group of intelligent micro and small-sized enterprises entrepreneurship and innovation bases shall be established, and infrastructures, software support, cybersecurity, data storage and other services orienting to the application of the Internet of startups and micro and small-sized enterprises shall be provided. The building of "maker China" entrepreneurship and innovation service platforms shall be supported, and makers' contests shall be held. Depending on various small and medium-sized enterprises' information technology coaching stations, training bases, experience centers and service institutions, the information technology talent training, display of services and products, and application promotions shall be widely conducted.
(6) Network infrastructure upgrading action
i. Objectives
The next generation of broadband, integrated, ubiquitous, and safe national information infrastructure will be basically established to fully improve the capability to support "Internet plus." By 2018, a group of cities with whole-optical fiber-optic networks will have been established, urban and rural areas will have been fully covered by 4G networks, over 80% administrative villages will have been connected by optical fibers, and the average access rate of broadband network users in municipalities directly under the Central Government and major provincial capital cities will have reached 30 Mbps.
ii. Content
The construction and application of information infrastructure shall be accelerated. The building of whole-fiber-optic network cities and "Broadband China" demonstrative cities shall be advanced. The building and development of 4G networks shall be accelerated, and the research and development of 5G shall be enhanced. The compensation mechanism for the universal telecommunications service with broadband as key content shall be implemented, and rural broadband infrastructure construction shall be accelerated, so as to close the digital gap. The joint building, sharing, and interconnection of telecommunications infrastructure shall be advanced, cloud computing data centers shall be guided in optimizing distribution, and data centers shall be promoted in developing in a scale-based, intensive and green manner. The internet architecture shall be optimized and upgraded, and the scientific planning and reasonable allocation of basic internet resources shall be advanced. The research of the International Mobile Telecommunications frequency planning with 5G as priority and the research and technical experiments of intelligent traffic spectrum planning shall be conducted. Internet enterprises shall be guided in optimizing website design and improving bandwidth allocation, in order to realize high-speed access to information sources of the Internet and enhance websites' capability of service.
Internet market regulation shall be strengthened and improved. The guidance to new internet business by category shall be strengthened, and record administration, comprehensive assessment and other systems shall be established and improved. The standards of administration of the internet market competition shall be improved, the requirements for real-name registration of information networks shall be implemented, and the true-identity registration of websites, domain names and IP addresses shall be advanced. The institutional system and standard for the protection of network data and user information shall be improved, and enterprises shall be supervised to implement the requirement of protection by category and by grade. The means to monitor the performance of the Internet and networks shall be enhanced, and the building of the monitoring systems at the ministerial and provincial levels shall be strengthened. The legislation of the Cybersecurity Law, the Telecommunications Law, the Regulation on Radio Administration (Revision), the Administrative Measures for Internet Information Services (Revision) and other laws and regulations shall be vigorously promoted and effectively undertaken in cooperation.
The internet infrastructure security guarantees shall be strengthened. The cybersecurity protection standards in the telecommunications and internet industries shall be improved, and the cybersecurity protection system shall be bettered. Enterprises shall be guided in strengthening the building of cybersecurity technological means. The monitoring, early warning and notice of information of cybersecurity shall be strengthened, and a cybersecurity emergency response working mechanism shall be improved. The protection of network data and users' personal information shall be enhanced, and a massive user information leakage report and user notice system shall be established. Threats to the security of the public Internet shall be constantly contained, and the malicious software disposition mechanism shall be improved. Pilot programs and demonstrations of cybersecurity in the telecommunications and internet fields shall be organized and conducted, and enterprises shall be guided and supervised to strengthen the innovation on cybersecurity management and technological means.
(7) Information technology industry's supporting capability improvement action
i. Objectives
The information technology industry will constantly and rapidly grow, and the software and hardware technology and industrial foundation centering on the "Internet plus" action will be constantly consolidated. By 2018, major breakthroughs will have been made in such fields as high performance computing, mass memory system, network communication devices, security protection products, intelligent devices, integrated circuits, panel display, software and information technology service, a group of internationally advanced enterprises capable of indigenous innovation will have sprung up, and a safe, reliable industrial ecosystem will have been primarily established.
ii. Content
Breakthroughs shall be made in essential technology and products. The development route and implementation path of key integrated circuit fields shall be made, and a general basic software and hardware platform capable of independent development shall be built. A sensor development strategy shall be researched and made to specify the stage objectives, key tasks and development modes of essential sensors. The research of programmable logic controllers, industrial automation computers, industrial network devices, and security protection products shall be strengthened, and the innovation on highly-integrated, low-power chips, underlying software, sensor network, ad hoc network and other common key technologies shall be supported. The "chip fire" plan shall be implemented, the automatic testing tool kits and cross-platform application development tool system shall be developed, the capability of integrated circuit design and chip application public service shall be improved, and the industrialization of essential chips shall be accelerated. The research, development and application of audio and visual program service based on the Internet, intelligent family service and other products shall be promoted, and the research and development of and innovation on internet television receiving equipment, intelligent audio systems, wearable devices and other new information consumer terminals and products shall be strengthened.
Software and information technology service industries shall be developed. Breakthroughs in the essential and key technology of basic software shall be promoted, and the development of basic control and application software in emerging fields shall be accelerated. The research, development and application of high-end industrial software and new industrial application programs shall be supported, independent, controllable industrial operating systems, real-time databases and other basic software shall be developed, and the rates and application level of homegrown industrial software in the categories such as design, simulation, management and control shall be raised. The research, development and industrialization of intelligent voice and new man-machine interaction, natural language processing, intelligent decision-making control and other key technologies shall be advanced, and the wide business application of artificial intelligence in the industrial manufacturing field shall be promoted. Information technology service standards orienting to the manufacturing industry shall be researched and developed, and their application shall be promoted.
A safe, reliable industrial ecosystem shall be built. With high-end general chips and basic software as stepping-stone, public service platforms of comprehensive verification, integrated testing, and system assessment of safe, reliable essential information devices and industrial chain collaborative innovation platforms shall be built. Breakthroughs in intelligent wearable, intelligent family, intelligent audio, intelligent vehicle-mounted, intelligent health, intelligent unmanned systems and other essential, key technologies of intelligent hardware orienting to the Internet shall be supported, and the establishment of hardware sample design platforms, technical standards, intellectual property rights and other public service platforms shall be strengthened. The research, development and promotion of safe, reliable servers, memory systems, desk-top computers and external devices, network devices, intelligent terminals and other terminal products, basic software and information systems shall be accelerated.
The capability of comprehensive support of "cloud computing plus big data" shall be improved. With cities under the pilot program of innovation on cloud computing as priorities, the "cloud computing plus big data" intelligent infrastructure construction demonstration projects orienting to industries and regions shall be conducted, an intelligent manufacturing public cloud service platform shall be set up, the joint development and sharing of manufacturing resources and capability shall be strengthened, and the level of the public service for intelligent manufacturing shall be raised. The big data key technology and product research, development and industrialization project and the big data industrial support capability improvement project shall be implemented, and the application and industrialized development of big data shall be promoted.
III. Guarantee measures
(1) Enhancing organizational guarantee
Overall coordination shall be strengthened, the cooperation among departments and between ministries and provinces shall be enhanced, and a working system in which each assumes their respective responsibilities and closely cooperates with the other and operating efficiently shall be developed. The advancement of the "Internet plus" and the implementation of the "Made in China 2025" shall be organically integrated, mutual promotion and development shall be realized, overall planning and distribution shall be strengthened, and all action plans shall be organized and implemented step by step. The guidance to and follow-up assessment of the local governments shall be strengthened, and local competent departments shall be fully motivated. All regions shall strengthen the implementation and organizational guarantee of the action plan, develop supporting policies and measures based on the actual circumstances, vigorously explore new methods and paths, and create a good development environment.
(2) Reforming systems and mechanisms
The research of laws, regulations, regulation systems, technical standards, security protection mechanisms and other major issues against the backdrop of "Internet plus" shall be strengthened. The legislation in the internet field shall be further advanced, the laws and regulations in the aspects such as internet information service, cybersecurity and big data management shall be improved, and the level of the law-oriented management of the Internet shall be raised. The opening of the telecommunications business market shall be advanced, the work relating to the pilot programs of the opening of the broadband access market and the mobile telecommunications re-sale business shall be effectively conducted, private enterprises shall be guided and supported in further entering the telecommunications industry, and the orderly opening and service of the broadband market shall be improved. A cross-industry, cross-field new league of enterprises, universities and research institutes shall be established, and a new mechanism featuring interests sharing, cooperation and win-win shall be formed. The government shall be allowed to fully play its role in developing and implementing standards, creating policy environments, providing public service and other aspects.
(3) Innovating on fiscal and tax support
Existing special fiscal appropriations shall be used in an overall manner, various resources shall be integrated, and appropriation allocation shall be optimized. The local governments with good conditions shall be encouraged to establish special funds to give more fiscal support to "Internet plus" the manufacturing industry and "Internet plus" micro and small-sized enterprises. Public-private partnership shall be used to guide private capital in participating in network infrastructure construction, among others. It shall be explored that qualified interdisciplinary, integrated and innovative products and services are promoted in being entitled to tax incentives and other policies for the software industry.
(4) Innovating on the cultivation of talents
The plan for the development of manufacturing talents shall be made and implemented, and the guidance to talent development by category shall be strengthened. The cultivation and introduction of a group of high-end and interdisciplinary talents shall be accelerated based on the need of the development of "Internet plus," depending on the national major talent project. The cooperation between universities and enterprises shall be strengthened, a number of practical training bases orienting to the "Internet plus" the manufacturing industry and micro and small-sized enterprises shall be established, and a group of talents in operation and management, professional technologies and occupational skills shall be fostered. The discipline and department development system and talent fostering assessment system of universities directly under ministries shall be adjusted and improved, and they shall be guided in establishing online open courses and "MOOC platforms of industry and information technology." The chief information officer system shall be promoted at a faster pace.
(5) Strengthening international cooperation
Based on "Belt and Road" and other major national strategies, internet enterprises shall be supported and encouraged to team up with enterprises in the fields of manufacturing, finance, information technology, and telecommunications, among others, to "head overseas." An "Internet plus" manufacturing overseas investment cooperation mechanism shall be established together with domestic financial institutions, the Silk Road Fund, the China-Africa Development Fund and other funds. The negotiations over bilateral, multilateral and regional rules in the internet field shall be vigorously launched or participated in, in order to improve the influence and discourse. The establishment of China-Germany, China-Europe, China-U.S., China-Japan-Korea governmental and people-to-people dialog mechanism shall be promoted, and the exchange of and cooperation in technology shall be organized and made centering on intelligent manufacturing, standard development, and industrial application demonstration. Industrial associations and industrial leagues shall be supported in promoting China's technologies and standards together with enterprises.
