Jinshan District Sets Sights on High-Quality Growth with Key Projects and Innovation in 2026

The Eighth Session of the Seventh People's Congress of Jinshan District commenced recently, during which the District Mayor delivered the government work report, outlining the region's development achievements, the "15th Five-Year Plan" goals, and key annual tasks for the year ahead.
Over the past year, Jinshan District has witnessed a stable and positive economic performance, with a regional GDP of 128.39 billion yuan, a comparable growth of 4.5%. Total fiscal revenue reached 44.65 billion yuan, of which district-level local fiscal revenue stood at 11.3 billion yuan, an increase of 6.5%. The revenue of scale-above service enterprises and the software and information technology industry grew by 100.9% and 228.4% respectively, both ranking first in the city in terms of growth rate.
Significant progress was made in industrial transformation. The Legoland Shanghai Resort opened successfully and set the fastest record for reaching one million visitors globally. Optoelectronic transmission and new materials industries were selected as key industry clusters at various levels, with the total number of such clusters ranking second in the city. Jinshan led the city in multiple areas, including the reduction of inefficient construction land and the rectification of illegal land use, as well as revenue growth rates. The district received 18.4 million tourists throughout the year, generating 6.78 billion yuan in comprehensive tourism income.
The key tasks for the year focus on multiple objectives: accelerating the construction of major projects such as Philip Cox and the Lexus new energy project, expanding effective investment, deepening industrial transformation and upgrading, and revitalizing inefficient land; enhancing the operation of Legoland and establishing a municipal-level tourist resort to stimulate cultural and sports vitality; optimizing supply for student and senior citizens' economies and integrating cultural and tourism resources to unlock consumption potential; and strengthening the development of technological innovation platforms to enhance scientific and innovation capabilities.
