Jinshan Bay: A Rising Powerhouse for Tech and Life Sciences

The Jinshan Bay Area Science and Innovation City is accelerating its development with a "one core, two zones" layout, demonstrating initial synergy between its science and innovation ecosystem and industrial clusters.

 

Significant progress has been made in the core area: The Shanghai Bay Area East Lake International Innovation Center, covering 148 acres with a total floor area of 330,000 square meters, focuses on digital economy as its core and life and health as a supporting pillar. It plans to attract 150 technology companies and 30 corporate headquarters, offering R&D and office spaces ranging from 250 to 6,000 square meters to meet the needs of businesses at various stages. The first phase of the Zhongke Ecological Digital Port has been put into operation, introducing cutting-edge projects in semiconductors and artificial intelligence, while the second phase is nearing completion and acceptance inspections. The underground structure of the Shanghai Bay Area Tower has been completed, with the south and north towers 85% and 55% finished, respectively. It is set to become a hub for the digital industry.

 

Supporting areas enhance both industry-city integration and living services: The Huilong Lake International Community has introduced the Huadong Normal University No. 2 Affiliated School Jinshan Experimental School and plans to develop "one hall and two centers." The Bay Area Science and Innovation Industrial Park focuses on digital economy and life and health. Shangyuan Pump Industry's digital factory has commenced operations, with an annual production capacity of 8,000 sets of smart water supply equipment. Shunfeng Machinery holds a 45% market share in photovoltaic equipment, showcasing its transformative vitality.

 

Policies and ecosystems continue to improve: Enterprises moving in can enjoy rent exemptions for up to 2,000 square meters for three years. Talent can receive up to 2 million RMB in housing subsidies, among other supports. Science and innovation projects can obtain up to 5 million RMB in startup funding. The area has already established innovation bases in collaboration with Tsinghua University and other institutions, hosted multiple brand events, and signed 26 science and innovation projects in the first half of 2025.

 

In the future, the area will build a "science and innovation + industry + life" ecosystem, becoming a key growth engine for Shanghai's southern science and innovation center and a demonstration window for the Yangtze River Delta.
